Joel, 61, underwent surgery last week to correct a congenital condition and is "doing extremely well," his spokeswoman tells People.Joel toured earlier this year, but he's been slowed by the condition in his hips -- he's been walking with a cane in recent weeks -- and opted to have them both replaced in one operation.There's no word yet on when he'll be able to perform again.
