Authorities say former Spurs Player Alvin Robertson has been arrested after cutting off a GPS monitor while out on bond in a 2009 case. The Pirates have reached an agreement Monday with South Korean shortstop Jung-Ho Kang on a four-year deal worth approximately $16 million.
